Likely won't matter with the state of the rest of the BL. Schalke losing Goretzka, Leipzig losing Keita and others likely. Frankfurt will lose players and so will Leverkusen will likely best suited to hang around while BVB start spending some of the 200m they have.

If they spend the money they have.
They might end up signing more kids or overrated players like Toprak.
They'll for sure spend it, and mostly on kids because they are probably the best club in the world to go and develop at. Toprak was incredibly cheap for a "quality" center back.
They would do well mining Dembeles and Sanchos and filling out the team with cheap quality hoping 2 or 3 become longtime contributors. They will never be in play for 50m+ type talents but they don't need to be to return to prominence. Didn't they just pip a Barça academy product? They should do that to every big club in Europe for the next 2-3 years.
Honestly happy for BVB as this bodes well for the Bundesliga too. Club legend sticking around during tough times, hopefully, they are more competitive next year.
